Honesty rules (from the post-passage guide)

Chapter numbers show as pending until the Secretary of State publishes them โ€” never guessed. Effective dates are presumed by rule (default: Jan 1 after passage; budget bills: on signature) and always labeled as presumptions until confirmed against the chaptered text. Agency deadlines come from the agency's rulemaking page or are labeled "not yet announced." Read the guide โ†’

We lost at the desk โ€” what's next?

A veto is a diagnosis, not a death sentence โ€” the Governor tells you exactly why. Build the plan: override math (is it viable? 54 Assembly / 27 Senate โ€” counted honestly) or next-session strategy (what to change in the language, which votes to flip, which coalition gaps to close). Frame for the client: this is how retainers are kept โ€” the client sees the path to winning next time, not just the loss.

Veto reasons come from the Governor's own messages. Where the veto message hasn't been reviewed yet, the reason shows as pending review โ€” read the Governor's update linked on the card and enter it yourself; never invent or paraphrase a rationale. Override math uses your confirmed vote counts; never invent a floor tally.

Path 3 ยท Failed / died

The bill died โ€” the comeback plan

Where did it die, what beat it, and what's the run-back? Autopsy first (vote analysis, where it died, opposition moves that worked โ€” from the record, never invented), then the forward plan: interim strategy, reintroduction language changes, votes to flip, coalition gaps to close. Tied to the Scenario Lab for the next-session math.

Votes are yours to enter from the official record (leginfo floor analyses) or your whip read โ€” whip counts are private, never distributed. Never invent a vote tally, a chapter number, or an opposition claim.
